The only thing I would offer as answer is the statement that the European Central Bank sees its role as being one of the guarantors of financial stability in the whole of the EU. That means that when it looks at single countries, it does it through that kind of lens. The only one that can say exactly why, in this particular instance, it had the view that it had is really the ECB itself.
