Yes. That is why the commission understands that the Government made the decision that it did. If one asks whether it is the best decision that any government could have made under any circumstances, the answer is clearly "No". Many people would have been of the opinion that the best thing would have been an orderly resolution of the bank with the big problems. That was not possible at that time. It would have required a very different policy years in advance.
