Paragraph 10 discusses the EIB's effectiveness. It seems to accept that the bank is not working very well and this is referred to throughout the document. Among other issues, the paragraph 10 discusses concrete measures to boost investment. Specifically, it discusses the EIB and bottlenecks. Does the Minister know of anything that might come out of this that might make it easier for Irish industry to access this money, through PPPs or other mechanisms? Is there anything that the Irish Government has requested to be changed or improved to help funding in Ireland?
