It is a government resource that finances civil society in Hungary. Norway civil society grants are Norwegian public money, flowing through the hands of civil society organisations which act as grant operators in our country. A consortium of four Hungarian civil society organisations operate the Norwegian NGO funds. Their mission is to enhance and promote democracy, equal opportunities, and the rights of vulnerable groups in society - for example, by protecting the rights of Roma and other minorities and helping to promote equal opportunities for females. This funding, however, is money from a foreign government - it is not the money of the Hungarian Government - so it is not public money in Hungary. It is operated by civil society organisations.
