That is why we would say that alcohol, tobacco and sugar-sweetened drinks are products of choice. People do not have to buy them. There is no nutritional value in a sugar-sweetened drink. The regressive effect is in terms of finances but in terms of health, it would have a much bigger impact on people on low incomes. We would say that the health impact of it is a no-brainer.
