It is quite clear that both the HSE and the CRC understood after the 2009 meeting, at which this was agreed by Mr. Peelo, that the CRC would independently fund the missing part of the salaries from that point on. The HSE was very pleased with this arrangement. Surely it was understood then that this was going to happen.
