To all intents and purposes, the enterprise boards have been subsumed into the local authorities. That is a move with which I strongly disagree. I have had a very good experience with my local enterprise board, but some Deputies have not. The last place the staff and decision-making processes of local enterprise boards should be is within the apparatus of local authorities, particularly in view of their lack of appreciation of commercial and business issues. I am concerned about the success of this policy measure. I accept that Mr. McCarthy is not in a position to provide a verdict as to whether it is good or bad. However, I can ask him how the Department is going to measure how effective the enterprise boards are going to be in view of the fact that they now reside within local authorities.
