The spousal swap is a situation - Mr. Egan might be able to explain this better than I can - where a person who is the qualified adult on a scheme wants to take up, for example, a training programme or to go on community employment. Such a person is not entitled in his or her own name to take it, but if the person's partner is, and the partner may not want access to that training scheme or community employment, they can swap their entitlement.
