We need to be cognisant that fragile and new states, such as South Sudan, need concerted support over a long period. They cannot emerge on their own. The temptation has been to withdraw or not to focus on that support within the region, where there has been some good leadership, with the Intergovernmental Authority on Development, IGAD, and others, putting pressure on these countries. They appreciate the regional implications of this. Already we are servicing approximately 400,000 people in South Sudan and neighbouring countries. The impact on host communities in poorer parts of neighbouring countries is pretty devastating. That in itself begets conflict between new people and locals. The international focus and attention on helping to build nations needs to be sustained, not just by the regional powers but the international community.
