The sustainable solution terminology was only introduced at the same time as the targets. The Deputy has suggested this solution was a long time in preparation. We approached the issue slightly differently earlier but then decided we needed to define "sustainable solution" and set targets for the banks. They were made aware of this in the spring of 2013.
