I welcome the Minister for Finance, Deputy Michael Noonan, and his officials. The purpose of this meeting is to consider Committee Stage of the Central Bank Bill 2014. The Bill was referred to the select sub-committee by Dáil Éireann on 9 April 2014.

Before we begin, I remind members and those in the public gallery that all mobile phones must be switched off to avoid interference with the broadcasting of the meeting.

Chairman, I would like to apologise to you, the staff and the committee members for delaying the proceedings of the committee. I had an appointment outside the House and when I realised that I would not be back at 6 p.m. I asked for a deferral. I thank the Chairman very much for obliging me.
