Joint Oireachtas Committee on Finance, Public Expenditure and Reform

Mortgage Arrears Resolution Process: Discussion

3:05 pm

Mr. Stephen Curtis:

Let me add to what Ms Blackwell has said. All the banks have spending guidelines. They use these guidelines. When one talks about negotiation, in the banks one is not negotiating with a person but with a computer. The person whom one meets puts the figures into the computer, which spits out the answers based on a set of guidelines. In some instances, we know the guidelines, and one can get a grasp of it from what Insolvency Service Ireland has set as reasonable living expenses. There is no negotiation, and the consistency or lack thereof is based on how the computer is programmed and nothing else.
