Scrutiny of EU Legislative Proposals

The committee is today scrutinising the following EU proposals: Schedule A, COM (2013) 917, COM (2013) 919 and COM (2013) 920; and Schedule B, COM (2012) 44.
COM (2013) 917 is a proposal for a Council decision on the acceptance of the amendment to the 1999 Protocol to the 1979 Convention on Long Range Transboundary Air Pollution to abate acidification, eutrophication and ground level ozone. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
COM (2013) 919 is a proposal for a directive of the European Parliament and of the Council on the limitation of emissions of certain pollutants into the air from medium combustion plants. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
COM (2013) 920 is a proposal for a directive of the European Parliament and of the Council on the reduction of national emissions of certain atmospheric pollutants and amending Directive 2003/35/EC. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
COM (2012) 44 is a proposal for a Council decision on the submission by the European Union of an amendment of Appendix III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora to include the species Porbeagle (Lamna nasus). It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
As today is Mr. Eoin Sheanon's last day working on behalf of the joint committee, I thank him for this work on EU policy matters over the past two years and wish him well in his new career. I propose that we suspend now for a few minutes to allow our first witnesses to take their seats, following which we will discuss the issue of canal by-laws with representatives of Waterways Ireland, the Inland Waterways Association of Ireland and the Heritage Boat Association. We will also discuss the matter of the Naomh Éanna with representatives of Waterways Ireland. Is that agreed? Agreed.
