We will deal with No. 8, scrutiny of EU legislative proposals. COMS (2013) 512 is a proposal for a directive of the European Parliament and of the Council on package travel and assisted travel arrangements, amending Regulation (EC) No. 2006/2004, Directive 2011/83/EU and repealing Council Directive 90/314/EEC. It is proposed that this proposal does not warrant further scrutiny. However, as the Department will carry out a public consultation on the proposal it is proposed to write to the Department of Transport, Tourism and Sport and ask to be kept up to date with the results of the public consultation and the overall impact of the proposal on Ireland and relevant stakeholders. Is that agreed? Agreed.

COMS (2013) 595 is a proposal for a Council decision authorising member states to sign and-or ratify, in the interest of the European Union, the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel 1995 of the International Maritime Organisation. As Ireland already has a well-placed fishing vessel training and certification scheme in place for fishers, and is in a strong position to ratify the STCW-F convention, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COMS (2013) 922 is a proposal for a council regulation establishing the Shift2Rail joint undertaking. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

We will suspend to allow the witnesses to enter. I suggest we take both presentations first and then members can ask questions of whichever group they wish. That will be more efficient.

Sitting suspended at 10.12 a.m. and resumed at 10.15 a.m.
