Scrutiny of EU Legislative Proposals

As members have already considered the proposals, we will now formally record the decisions of the joint committee. Schedule A includes COM (2013) 0812 - CEPOL 16378/13. Given that this proposal is subject to the procedure outlined in Protocol 21 TEU TFEU and that it may be referred to the committee for its consideration prior to opt-in motions being considered by the Houses, it is proposed that it warrants further scrutiny and that the committee consider it, if it is so referred.

COM (2013) 821, COM (2013) 822 and COM (2013) 824, three proposals for directives, are subject to the procedure outlined in Protocol 21 TEU TFEU. As one or more of the proposals may be referred to the committee for its consideration prior to opt-in motions being considered by the Houses, it is proposed that the proposals warrant further scrutiny. Some concerns about subsidiarity have been expressed by another national parliament about one of these proposals, namely, COM (2013) 821. I propose, therefore, that more information be sought on the nature of these objections and that the committee consider the three proposals again next week. I also propose that we ask the Department for further information on the two recommendations made.

Schedule B includes COM (2013) 580; COM (2013) 853; COM (2013) 862; COM (2013) 870; COM (2013) 872; COM (2013) 873; COM (2013) 875; COM (2013) 876; COM (2013) 877; and COM (2013) 878. It is proposed that these proposals require no further scrutiny.
