In short, all I and my colleagues can do is provide advice and guidance as to things that might be appropriate. However, in terms of the actual professional judgments that are required to be exercised, all of the things one would expect ought to be an ingredient of that process, namely, fairness, transparency, audit trail and reason for the decision. These are all of those things that we are now ensuring are in place. We recognise that there were weaknesses in the system and that this did not always happen. Of course there will be variations and I dare say that if one counted the people that are in this room and presented 20 scenarios to each and every one of them, we may not all come back with a uniform decision-making process. Discretion is a difficult area to be either descriptive or prescriptive about. We depend on people to do the right thing.
