We have a quorum. This meeting has been convened to consider the Fines (Payment and Recovery) Bill 2013. Apologies have been received from the Chairman, Deputy Stanton. I welcome the Minister and his officials to the meeting. I make the usual request that all mobile phones be switched off completely because they interfere with the sound system.
