When Irish Water was initially established, it pursued a massive public relations campaign to explain what was coming down the road. Can it do the same in regard to explaining the set up costs in a simple way? It could explain how each euro and cent has been spent in a way that allows taxpayers to understand where the money went and why Irish Water, the regulator and the Department believes it was not possible to do this any more cheaply. Will Mr. Tierney undertake such a campaign?
