What Mr. McGowan said half an hour ago is that the public consultation would take place following a submission from Irish Water. Is that correct? He said a submission would be received from Irish Water on its case. What the people of Ireland want to know from him is, when he gets the submission, whether it could be published to allow for public comment on it before a decision is made or whether it is the case that legislation obliges or requires the CER to seek public consultation on the submission by Irish Water.
