On 4 October 2006 the Department of the Environment, Heritage and Local Government wrote to the Department of Finance to draw the latter's attention to the fact that the authority wanted to extend its borrowing limit. The e-mails to which Mr. Moloney referred, and the engagement, pertained to a request from the Department of Finance that a case be made to support the application for an extension. It may be helpful to know that another party was involved in the discussion.
