There is no doubt there are no winners in the context of the way this payroll issue has come up. Deputy McDonald is alluding, in part, to the appointment of Mr. Conlan. My understanding and feel for the way people in the organisation had responded to him was that they recognised a very competent and capable person who had tremendous energy for his position.
