Local Government Bill 2013: Committee Stage

Part 4 of Schedule 2 deals with minor amendments to Acts other than the Acts already identified in Schedules 1 and 2. The Acts affected include Acts that are outside the responsibility of the Minister for the Environment, Community and Local Government but none the less have local government involvement.

Typically, the amendments are consequential in nature and deal with nomenclature in areas such as updating the definition of local authority or rating authority or substituting the term "chief executive" for "manager" where it occurs. The amendments were identified following a survey of Departments seeking changes that would be necessary to legislation within their remit as a result of the reform programme.

Amendment No. 170 inserts a new Part into Schedule 2 dealing solely with consequential amendments to Acts relating to taxation. These amendments deal with matters of definition, such as "local authority" and "relevant local authority", and have been agreed with the Revenue Commissioners.

I am now introducing extensive additions to the Schedule in the published Bill by way of Committee Stage amendment as a result of information gathered in my Department and following a further request made to Departments. These additions are covered by amendments Nos. 171 to 181, inclusive.
