Section 21 of Circular 6/1989 alludes to inexact coverage. It states:

An officer who is unable to find suitable unfurnished accommodation for the family at the new station may be allowed travelling expenses ... one return journey once a week, to visit family members or dependants normally resident with the officer, at the old station, or the place to which the family has been moved (within the cost of travel between the new station and the old), for so long as [the] allowance is payable ...
