The underlying point concerns the grounds on which a medical card of any type can be granted are set out in the legislation which does not provide that the existence of a medical condition alone qualifies a person to receive a medical card. The medical condition is a factor in the assessment of financial hardship against the guidelines. It is entirely possible that a person's medical circumstances will not change, but their eligibility for a medical card does.
