I am sorry to labour this point a little, but that is what we must do at this stage. This refers back to what I said earlier about the family resource centres and the feedback I received from them with regard to their concern about dropping the word "support" from the title of the new agency. That concern is out there and is real. I have endeavoured to counter that concern and to explain the issue. However, this only feeds that situation. The Minister spoke about the grants not being transferred. Grants to what organisations, initiatives or services does the Minister refer? Are these grants being axed? Are they to continue? Are there other mechanisms by which they will be paid? Why will they not be transferred to the agency? It is reasonable to ask and to try to understand exactly what is intended here. I ask the Minister to clarify that section 71 stands, as I have sought, so that on the day of the establishment of the new agency the Family Support Agency and the National Education Welfare Board are dissolved.
