It is difficult for me to comment on that issue as it would involve trying to analyse the political motivation of other people. Certainly, one of the effects of establishing a European public prosecutor's office would be a transfer of sovereignty. The Union would acquire some more of the attributes of a state. However, the motivation, as set out in the European Commission's memorandum, is to address concerns arising in the area of fraud.
