There certainly is a grey area in the law. I am satisfied that if there was proper regulatory oversight from today, we could probably stop the gaming machines. We did it in Cork some time ago when there was an individual who had an understanding about whether he was licensed. His machines were seized and that was the end of it. The proposal that has been put to the committee is that there be an interim one-page amendment to address the loophole. It should be the case that if one has an amusement machine, one must have an amusement licence and if one has a gaming machine, one must have a gaming licence. There is no in-between.
