There is clearly a major loophole in the legislation. I am very concerned about the activities of operators who, despite being banned by the local authority from running gaming machines, have opened up facilities in our town centre and on the outskirts and seem to be getting away with it. That type of thing is supposed to be illegal, never mind the fact that these operators are unlicensed and not paying the fee for the machines. To clarify, my comments are not directed at Mr. Roche. This is completely unacceptable practice.
