That wouild probably be a much simpler way to do it. The fund was established initially with a percentage of the good cause proceeds of the national lottery. It was set at a figure of 5% at the beginning. As the national lottery grew, the fund did not grow but instead the percentage had gone down to about 2% by the time it was abolished. There is no reason it should not continue in existence and continue to be funded from the good cause proceeds of the national lottery which would separate it completely from the sale of the lottery. It need not complicate the process at all.
