Heads of the Gambling Control Bill 2013: Discussion

11:45 am

Mr. Kevin Murphy:

I mentioned the definition of a bet should contain the words to the effect that a bet is a wager on an event to be decided in the future, as opposed to something that is commenced in the future but whose outcome is decided by a computerised random number generator. It is universally accepted that a bet is a wager on an event to be decided in future. The term "decided in the future" is a very serious part of the proposition. Recently, all we need to do is look to the all-Ireland hurling final a few weeks ago, as with 30 seconds to go, all the guys who backed Cork thought they had won their bets. The ball came to a Clare man in a seemingly impossible scoring position who put it over the bar and it ended as a draw.
