Scrutiny of EU Legislative Proposals

It is proposed that the proposal listed in schedule B does not warrant further scrutiny. Is that agreed? Agreed.

In schedule A, COM (2012) 152 is a proposal for a Council decision on the position to be taken on behalf of the European Union within the Association Council set up by the agreement establishing an association between the European Economic Community and Turkey with regard to the provisions on the co-ordination of social security systems. It is proposed that this proposal requires further scrutiny by way of a letter to the Secretary General of the Department of Social Protection stating that: the joint committee is keeping a close watching brief on all developments relating to this Commission proposal; the joint committee is concerned with the choice of legal basis for this proposal, namely Article 79 TFEU and the inability to opt in or opt out of certain proposals should the proposal continue under this legal basis and; the joint committee asks to be kept informed of all developments regarding this proposal, specifically in relation to the decision of the European Court of Justice. Is that agreed? Agreed.

COM (2011) 607 is a proposal for a regulation of the European Parliament and of the Council on the European Social Fund and repealing Regulation (EC) No. 1081/2006. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2013) 145 is a proposal for an amendment to the Commission proposal COM (2011) 607 final/2, regulation of the European Parliament and of the Council on the European Social Fund and repealing Council Regulation (EC) No. 1081/200629 - proposal for a Council recommendation on establishing a youth guarantee. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

White Paper COM (2012) 55 is an agenda for adequate, safe and sustainable pensions. It is proposed that the White Paper itself does not warrant further scrutiny. However, in view of concerns expressed by the Department of Social Protection on certain elements of this White Paper, which may have implications for this country, it is suggested that a letter be sent to the Department requesting it to update the committee on developments on the initiatives set out in the White Paper and to provide a comprehensive overview of the issues surrounding the principle of subsidiarity therein. Is that agreed? Agreed.
