My aspiration would be that everybody was compliant, but we are not in a perfect world. We have a role to play and a responsibility to enforce the law as it stands. There may be opportunities for exploring further gantry cameras that could identify vehicles that are off the road. I am sure that would involve additional back-up office equipment to flag those issues. There is a whole raft of possible measures.
