We have spoken about the two hats Ms Moylan was wearing. There is often a difficulty with people understanding their responsibilities as board members. Usually, a board member's obligations are to the institution or company on the board of which he or she sits. However, Ms Moylan had a separate responsibility to the Department and the State. We have discussed potential and perceived conflicts of interest. Does Ms Moylan accept that she had a conflict of interest at the time?
