I will conclude on that point in a moment. I am just asking questions, I am not drawing conclusions at this stage. Paragraph 2.4 states, "The Chief Executive confirmed that all of the negotiation and preparation of documentation by the Executive had been virtually completed before the issue arose". Does that refer to the issue of potential conflict of interest?
