The board had decided that the chief executive could undertake these negotiations, but this was a preliminary approval and, as the minutes state, it was subject to being satisfied that the proposed involvement of the authority in the tender process and future development of the site would not breach public procurement rules. It was on that basis, as stated in the clause preceding the sentence the Deputy just quoted.
