Scrutiny of EU Legislative Proposals

We will discuss the EU scrutiny proposals before us today. It is proposed that the proposals listed on Schedule B - COM (2013) 9, COM (2013) 46, COM (2013) 62, COM (2013) 73, COM (2013) 101 and COM (2013) 106 - do not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 551 is an amendment to the Commission proposal COM (2011) 628 for a regulation of the European Parliament and of the Council on the financing, management and monitoring of the Common Agricultural Policy. It is proposed that this proposal warrants further scrutiny by way of a letter to the Secretary General of the Department of Agriculture, Food and the Marine stating that the committee agrees in principle with this measure; is keeping a close watching brief on all developments regarding the reform of the Common Agricultural Policy, in particular with regard to the financing, management and monitoring of same; and asks to be kept informed of all developments regarding the proposal, specifically regarding the issue of transparency and the greater detail that will be required on exact schemes to which financing under CAP relates. Is that agreed? Agreed.

COM (2012) 608 is a proposal for a Council Regulation fixing for 2013 the fishing opportunities available to EU vessels for certain fish stocks and groups of fish stocks which are not subject to international negotiations or agreements. It is proposed to note this adopted measure. Is that agreed? Agreed.

COM (2012) 668 is a proposal for a Council Regulation fixing for 2013 the fishing opportunities available in EU waters and to EU vessels in certain non-EU waters for certain fish stocks and groups of fish stocks which are subject to international negotiations or agreements. It is proposed to note this measure. Is that agreed? Agreed.

It is proposed to suspend the meeting for a few minutes to allow witnesses appearing before the committee to take their seats.

With regard to questioning the witnesses, on previous occasions when we questioned witnesses the questions were all grouped. We do not always get value for money, if one can put it that way, in terms of answers to the questions. Is there a more optimum way of doing it?

If members agree, I can take questions from the Opposition, conclude that and move around the members.

The questions can get lost from time to time when they are bulked together. That is a personal opinion.
