The charges being imposed by others are not relevant, given that these two banks account for 77% of the market. If this was being done by a bank with a 25% share of the market, companies could decide to move to a different bank. Most companies are locked into their existing financial institutions. Overdraft agreements and other factors mean they cannot simply transfer their accounts. Does the Government need to make a recommendation to the Central Bank? If there has been a ruling since 1996, should the Central Bank issue a policy or an indication note to the Government on the issue?
