Scrutiny of EU Legislative Proposals

We are now resumed in public session. The next item is COM(2013)18, proposal for a directive of the European Parliament and of the Council on the deployment of alternative fuels infrastructure. It is proposed that this proposal warrants further scrutiny. Is that agreed? Agreed. The next items are COM(2013) 26, proposal for a regulation of the European Parliament and of the Council repealing Regulation (EEC) No 1192/69 of the Council on common rules for the normalisation of the accounts of railway undertakings; COM(2013)27, proposal for a regulation of the European Parliament and of the Council on the European Union Agency for Railways and repealing Regulation (EC) No 881/2004; COM(2013)28, proposal for a regulation of the European Parliament and of the Council amending Regulation (EC) No 1370/2007 concerning the opening of the market for domestic passenger transport services by rail; COM(2013)29, proposal for a directive of the European Parliament and of the Council amending Directive 2012/34/EU of the European Parliament and of the Council of 21 November 2012 establishing a single European railway area, as regards the opening of the market for domestic passenger transport services by rail and the governance of the railway infrastructure; COM(2013)30, proposal for a directive of the European Parliament and of the Council on the interoperability of the rail system within the European Union (recast); and COM(2013)31, proposal for a directive of the European Parliament and of the Council on railway safety (recast). Having considered the proposals in respect of the fourth railway package and in view of their significance, it is proposed that these proposals warrant further scrutiny. It is proposed to meet with officials of the Department of Transport, Tourism and Sport on 21 March 2013 to further scrutinise these proposals, in particular that the committee be provided with an overview of the package of measures, details of the specific implications of these proposals on the rail sector and users and information on the future structure of rail services. Is that agreed? Agreed. The next item is COM(2013)48, proposal for a directive of the European Parliament and of the Council concerning measures to ensure a high common level of network and information security across the Union. Based on the fact that the Department has outlined subsidiarity concerns, it was agreed that this proposal warrants further scrutiny. It is proposed to request officials from the Department of Communications, Energy and Natural Resources to attend before the committee on 21 March 2013 to give a full explanation of this proposal and outline in particular the inherent subsidiarity concerns in order to assist the committee in its scrutiny, at which point a decision can be made whether or not the committee wishes to take further action. Is that agreed? Agreed. The final item is COM(2013)40, proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 912/2010 setting up the European GNSS Agency. In view of the information supplied by the Department, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
