We do. We welcome the suggestion but there is a small problem. In the rental sector one is given 24 hours to register a driver for a particular vehicle. One could drive around for six months before being stopped by an enforcement officer and then all one must do is declare that the car was rented that morning. We suggest that if a person rents a vehicle from one of the multi-licence plate holders that the driver is not allowed to take the vehicle from the premises until the National Transport Authority verifies that the driver is legal and has a right to drive a taxi. The introduction of a smartphone application would mean that the process would only take about ten minutes. The current system has been left wide open. A driver can take a car even if he or she is not legally allowed to do so. The person only has to make a declaration when he or she is stopped by an enforcement officer. He or she can then explain that the car was taken out that morning. The multi-licence plate holders are given 24 hours to declare but drivers like myself must register the vehicle or car that we are driving by 1 February.
