I appreciate that it is not part of the MFF, but it is very important from a political perspective to ensure, in particular when so much is being asked of our own public servants and citizens, that we are getting the same value for money. The administrative budget, for example, is increasing by more than 10% in real spending terms. I would not like a situation where a big chunk of the 10% was just going into higher salaries as opposed to setting up useful new pieces of the administration.
