Do the witnesses, as senior officials in the Department with responsibility for local government, find it acceptable that a considerable number of local authority members, who are drawing salaries from local authorities, have decided, in their wisdom, not to pay the household charge? We have a curious situation whereby those who are responsible for drafting and adopting local authority budgets have decided that they will not comply with the law and contribute to the budget from which they are drawing a salary. In many ways, that is a policy matter for the Minister but I believe that enabling legislation should be introduced to require them to pay. Do the witnesses have a view on this?
