I understand that. However, I would probably use a different word to describe the situation than "irritation". Some of the people who received what they saw as a threatening letter saying they had not paid their charge are very elderly. These people were being patriotic in paying the charge, despite not liking the charge. Yet, they received this letter and were then asked to make a phone call to a number but found it hard to get through to talk to someone. This is causing significant concern. The argument being made to me is that the Department should be chasing the people who did not pay rather than chasing people who have paid.
