We have a quorum. Apologies have been received from Deputy Olivia Mitchell and Senator Deirdre Clune. I remind members and those in the visitors' gallery to ensure their mobile telephones are switched off completely for the duration of the meeting, as they cause interference with the recording equipment even when on silent mode.

I am anxious to get the meeting started because Priority Questions on foreign affairs and trade in the Dáil are clashing with our meeting. They were not meant to clash but there had been a change in Dáil business this morning. I am conscious some of the spokespersons will have to attend the Dáil for Priority Questions during this meeting.

The draft minutes of the meeting of 24 October and 13 November 2012 have been circulated. Are they agreed? Agreed.
