The management companies for those apartments - I know it is different for private tenants and landlords - share the charges for central waste services or any other services such as common energy, lighting or heating for an apartment block. The opportunity to install one central meter for all of the water supply to an apartment block is an option, but it is up to the management company to charge for it as part of the annual financial statement issued to the apartment units.
