Scrutiny of EU Legislative Proposals

It is proposed that COM (2012) 335 requires no further scrutiny. It is a proposal for a regulation of the European Parliament of the Council establishing a framework for managing financial responsibility linked to investor-state dispute settlement tribunals established by international agreements to which the European Union is party. The lead Department is the Department of Jobs, Enterprise and Innovation and has indicated that it welcomes the proposal as part of the overall EU international investment policy, which will assist in making the EU, and therefore Ireland, a more attractive investment location for foreign direct investment. It is proposed that this proposal does not warrant further scrutiny. Is that agreed?

Given the potential cost to the State of an agreement, it would be interesting to get more information on the objectives of the team negotiating on Ireland's behalf and whether there is an idea or understanding of what it could potentially cost the State in the future.

We will keep it as a proposal that does not warrant further scrutiny but we will ask for more information and seek a written note from the Department on what is behind the measure. We will decide at a later stage if we want to take it further. Is it agreed to take that action? Agreed.
