The systematic approach is to put the money through the State systems, namely, BTAB and DEP. One will not find reference to commercial farm software in any of the scheme documentation for either programme. The model that has been designed for many years is to get everything through one system. We are suggesting to the Department that a small change in approach is required to achieve some balance. It is not possible to understate the role of the State system in this area in terms of the focus being on investment in State software.
