Not everyone. The heating systems are in bits. They are trying to revive them. I told one of the engineers who came out two years ago that "this thing is on its last legs". They kept coming back and coming back. I told them that for the amount of times they had come back and the cost of it, they could have put in a new boiler. They eventually put a new one in but the only time when planned maintenance happens is when they come around possibly once a year to service the boiler. That is the only thing you see and that is because legislation says they have to do that. Nothing else gets done.
