I do not think that would be possible because that level of definition does not exist, so there would have to be a lot of work to define which roads would be affected. The decision has been made to go with the approach of leaving this to the local authority process, though the Department will be issuing very shortly a circular to the local authority chief executives and it has also updated the guidelines for local authorities on speed limits to help them with those decision-making processes.
