The way that works in other jurisdictions is that the quota would be allocated for a certain period. It is a seasonal fishery. For most of the small boats, it will be over by September really. Any leftover stuff just goes into the bigger boat quota that can fish it during the winter. It is something I have heard come up a few times, but it is not to do with the way we were talking about the quotas.
