We need to emphasise that this is an activity related to the type of crime we see covered under the heading of gangland or organised crime. It is a serious element of that. It is not a small thing. It is part of a wider criminal enterprise. You often hear about awareness campaigns. People say that if you are using recreational drugs and think you are not harming anybody, actually you are contributing to a major organised crime industry. I think it is the same. I defer to the witnesses' expertise, if they will address those.
